MONITORING AND EVALUATION…. KEY TO EFFECTIVE HEALTH CARE DELIVERY – – – Dr. Michael Nwoko

The Senior Special Assistant to the Governor of Delta State on Health Monitoring, Dr. Michael Nwoko has stated that monitoring and evaluation is germane to effective health care delivery adding that if there is no monitoring and evaluation, proper appraisal of the facilities and personnel will be difficult and if there is no appraisal, it will be a heculian task to expand the capacity of the facility in order to render quality health care service to the populace.

The SSA made this known in a live television program on Thursday 16th August, while featuring as a guest on Delta Broadcasting Service (DBS) audience participation program, Issues Of The Moment, anchored by Mr Lawrence Okpebho.

Dr. Nwoko took time to reel out the achievements of Governor Ifeanyi Arthur Okowa which includes but not limited to the establishment of the Delta State Contributory Health Scheme which has captured over 500,000 enrollees currently accessing health care in the accredited facilities across the State, revamping of the secondary health facilities across the State, free medical program for widows across the State and strengthening of the primary health care facilities bringing the primary health care development agency and the local government authorities under one roof in order to attract the much needed support required to transform primary health care in the State.

While reminding Deltans that Governor Okowa, as a senator representing the good people of Delta North Senatorial District, at the senate, sponsored a bill for the establishment of National Health care act and the National health insurance commission, deemed it necessary to domesticate such wonderful health policy to his home State immediately he was elected Governor in 2015.
This measure underscored the Governor’s strong determination to ensure that every Deltan has easy and quick access to affordable healthcare service.

The ebullient SSA further posited that His Excellency, Senator Dr. Ifeanyi Arthur Okowa, the Executive Governor of Delta State, understands the dynamics healthcare in line with globally acceptable standard. He is quite aware that a healthy citizen makes a healthy State, hence, from the onset of his administration, he initiated measures to ensure affordable healthcare service delivery for all Deltans.’

The SSA, also used the medium to debunk insulation in some quarters that enrollees of the health Insurance scheme are being short changed.
In his words, ‘as far as I know nobody is being short changed, the scheme is properly structured, we must understand that enrollees enjoys the benefits as contained in their package once they access healthcare in the recepient facility of their choice.

On how he is going to handle his new duties as Senior Special Assistant to the Executive Governor on Health Monitoring, Dr. Nwoko whilst thanking the amiable Governor for giving him another opportunity to serve, said, ‘I am not a stranger to the policy thrust of His Excellency, remember that I had the honor and privilege to serve as SA (Special Duties) to the Governor on Contributory Health Commission, so I am conversant to the operations in the health sector.

I am aware of the huge investments His Excellency has put into the healthcare sector, as much has been done in the sector. Many hospitals have been built, existing ones have been renovated, and equipped with state of the art equipment, personnel have also been engaged to render quality service to Deltans on a 24 hours basis. This underscores the need for effective monitoring and evaluation of such facilities across the State.

I believe we have to work assiduously to ensure that Deltans get the maximum benefits from His Excellency’s laudable intentions’. He said.

Conclusively, the eloquent SSA posited that if other States of the federation replicates the achievements of Gov. Okowa in the health sector, Nigeria will be a hub for medical tourism and compete favorably with Countries like India and the United States.
